Can a lowly level 17 orcish healer possibley take on a doppleganger king?

I think yes - you won't be able to hit him, and so will he. If you go Berserker (so you will have less DV than to-hit) you will have the advantage of 1 turn over him, so you will win.
I killed 2 kings with a lvl 10 barbarian (also used shields), so you will win. The king has the same DV/PV and to-hit as you do (and he changes it in his turn to mach yours).

I think that if you found some spells that do damage you can kill him. Also more then 150 hp because he can deal more than that. Also wearing sings of damage is good. But your armor is very bad.

Check your inventory for scrolls of darkness or crystals of darkness. Doppleganger kings don't have darkvision.
