I think some artifacts are rather useless because garunteed artifacts are better or you can easily get better normal items. Black tome unless you get lucky with wish. Perion's plate mail. who needs it when you can have improved eternium plate mail or hulking armors? You feel a surge of power. Suddenly your extraordinary carrying capacity fails you.
