Pardon my ignorance, but could someone explain to me the purpose of book casting and how it is best used? Thank you.

Purpose is obvious - when learning a spell you gain a limited number of spell points, which reduce each time you cas the spell from memory.
It doesn't reduce when you bookcast spell. That is, it's used mostly to prolongue your pleasures of using that spell.

Also, chars who have hard time learning spells might consider sucessfull attempt a great luck, and thus they won't repeat the process limiting themselves with bookcasting.

Bookcasting is best used with 'good' and 'great' bookcaster talents, which together reduce PP cost penalty to mere 50% - a tolerable toll for infinite casting capability...

There is another great use for bookcasting which requries a lot of patience - bookcasting Wish :)

Can book casting exhaust a spellbook like learning from it repeatedly can? I guess that's the big question I have about it. Thanks

No - book casting does not exhaust the spellbook, although book casting exclusively does have plenty of other disadvantages. Personally, I rarely bother to book-cast (with one obvious exception).

Bookcasting, if I'm not mistaken, can be used to train Ma quickly. Thing is that the more PP a particular spell costs, the better it trains Ma.
Therefore, bookcasting something like 'create item' would yield a very nice and fast training.

As long as it doesnt eat into your HP reserve, that is.

Also, Create Item is also one of my favourite and I generally cast it in the normal way if possible; hoping for something nice.
