I've read that gemology is "exploitable". My question is how and at what skill level?

One way to exploit it, is to use the ants on the
second level of the puppy cave. Take some extra
food with you, and upon entering the level, just
'w5' for a while. Listen to all of the grinding
noises, that comes from the ants. They are digging
out the level for you, generating many gems,
rocks, and ores for you to collect.

Sell the non-useful gems. Use the crystals of
darkness to save your life (and inventory) from
all vortex explosions. Use BLESSED crystals of
knowledge to increase your learning stat. Crystals
of fire can be thrown at distant enemies, and
they will explode on them.

With gemology you get gems whenever walls are dug. Higher skill means more gems. Also has a chance to ID them if you cannot afford a scroll of ID somehow.

Can be combined with:
- Ant levels.
- Pickaxe + repairing by glod.
- Blessed pickaxe + 100 mining skill.
- Monk level 13 wall-kick ability.

If you have none of the above you might lure dwarves of the town level and wait for them to dig a bit. (Or better yet, die to a monster and yield an axe)

The bottom 3 should at least yield infinite number of gems.

Only using a pickaxe will generate stone giants, if you were planning to kill and eat them for ST increase.

Hammerhead is an unbreakable pickaxe, so if you get it you can mine forever and ever without ever worrying about paying for repairs.

You can starve your character so that your learning stat drops down to about half of it's original value. As the crystals of knowledge improve your learning to about 25 or so you can get a learning stat in the 50's using this method. Be very, very careful not to starve to death.
If you're feeling happy, don't worry, it'll go away.

With ants it's best to close them behind doors to force them to dig around them. Best time I had with ants was when they were generated behind a river, but both stairs were on the other side. When I finally got across they'd mined out practically everything, and I had a giant stack of gems to play with.
Waldenbrook, the dwarven shopkeeper, mumbles: "I'd offer 9 gold pieces for yer dwarven child corpse."

Not quite as useful, but still nice are crystals of Light. You can 'U'se them while holding to light the area around you, or you can throw them and they will light the area where they land. Good against a mob of gremlins.
Redundancy is good.
And also good.
