It goes away. Just like all wearable items that cause dooming.

It's useful if you are about to gain a level and need skill advances badly.

You can also wear it if you're fine with constantly being doomed. The higher monster generation can be a boon as much as a curse.

The CoS is also useful for reading really
valuable books. The dooming doesn't seem to
affect anything in my experience, as far as
the reading attempt goes, and the boost to the
learning stat really helps a lot.

If a character has a very low learning stat to
begin with, or is just a class that has a lot
of trouble learning spells, things may be
different. The learning boost may not be enough
to avoid a bad effect, from a failed book reading
attempt. If you do happen to get a fireball or
something, the dooming might turn out to be
really bad.

The only time I use the CoS these days, is for
the rare times I actually get Khellevaster's
teleport book. It's very nice to raise the TP
effectivity, because of the lower cost of PP's
per casting.

In theory, donning the CoS before giving Bart the
Golden Gladius, might help your 'tactics' skill
to start at a much higher value. I have never
done this before though, so I don't know how
helpful that might be. In any case, potions of
boost learning would be better for that, if
available.
