The only fastest way to get is to start with Raven, you get it at lvl 16 otherwise after lvl 36.

Why do you want it as soon as possible? There are many guaranteed good weapons out there.

but you have to have rings of fish right? is there an easy way to get those? does swimming 100 last long enough if you don't have telly? is there an easy defense against dragon turtles? does alignment matter?

Technically you could get it with any number of things:
Helm of Waterbreathing, Rings of Fish, Intrinsic Waterbreathing, or Tele and tele-ctrl.

Swimming is optional, as it just improves your movement costs in water.

As for how to get RotF, I don't generally have much trouble finding them, but CoC:3 is probably the best place to look if you want to pickpocket for them.

Raven born druids:

No hostile monsters generated in the Cavern, decent swimming skill decent healing. I had a DElven druid chat to the Water Dragon at PC level 1 once - no rings or helms of water breathing required, although I did have to pray for health at one point. I was very suprised how little damage that PC took underwater.

You only need one ring of the fish - bless it after you put it on. The fish inside can be easily avoided with invisibility.
Waldenbrook, the dwarven shopkeeper, mumbles: "I'd offer 9 gold pieces for yer dwarven child corpse."
