I play as an high elven elementalist.

the improved fireball spell says "30pp", but it
uses 65 pp when i cast it.

to advance to level 1 in any missile weapon skills i need 14 marks, but the help file says i should only need 7.

to advance to level 2 in any melee weapon skills i need 50 marks, but the help file says i should only need 25.

why?

Well, your chara is a spellcaster. The helpfile also mentions that spellcasters need twice the normal amount of marks to gain weapon skill levels.

To answer the power point differing: at certain times of gametime costs get doubled for lawful or chaotic characters so it could be dark/silvernight. Also IIRC in some rooms that have a special message it is more costly to cast spells.

It is not darknight, and it is not silvernight. Now i am at "spell level" 182 with the spell, and it should only cost 15pp to cast it. But it does still take 65 pp. Does anybody know why?

Maybe the spell level is somewhat low? I'm not sure...

Try to find a spellbook and add its spell level, than see if the casting cost is still 65...
try to raise the spell level to about 400+
