So you know how when you run into a non-hostile it says "Are you sure you want to attack the -foo-"? Well my current character doesn't get that. When I bump into stuff I automatically attack it whether its hostile or not. I accidentally killed a beggar this way. Is this an option that I can turn on/off or is my game glitched?

Sounds like your character is in "true berserker" mode.

If he's "naked" (no armor (armors with "of rage" suffix are "allowed"), girdle, boots, helmet or cloak) and in berserk stance the character get a large attack bonus but will also attack neutrals without warning, so watch out around towns.
