AFAIK he's using plain old C, and some Pearl to generate the manual... I think he says what compiler somewhere in the readme or manual... Note sure if that include the actual editor he use to write the code. If you are planning to make your own roguelike I would recomend using C++ over plain C though, but almost any programming language will do. I've even seen a 'roguelike' (well you could run around in a "big room" level with a pre-generated character and kill a few goblins (more a proof of consept than an actual game)) written in JavaScript (not that I would recoment that particular language though)... Well Thomas seems to recomend http://www.delorie.com/ (DJGPP). I also think you can also download some trial versions of various developement tools from http://www.borland.com/products/downloads/index.html Other than that I suggest you hang around rec.games.roguelike.development, and search for simmilar questions beeng asked there.
