Are there any penalties to reading Tracts of Order, Tracts of Balance, and Tracts of Choas?

Well tracts of Chaos can corupt you IIRC.

I also think reading the "wrong" kind of tract (depending on alignment) will negatively affect your standing with your diety, though I must admit I'm a bit fuzzy on the spesifics...

There certainly is. Reading a tract of Order of Order or Balance will cause you to lose some piety. So basically, you need to be very close to your God when you read them. What they do is remove a slight bit of corruption. However the piety loss is the price. Reading a tract of Chaos works in the reverse, granting a slight bit of corruption, but still with some piety loss. I tried it a few times with scrolls of Dark predictions, and had a slight change afterwards in both situations.

Hmm, I'm thinking along the line of:

Obtain a natural corruption
Read tract of order to get rid of it.
Read tract of chaos to get a new one.
Repeat till you get one of the light corruption.

Instead of reading tracts of chaos, how about triggering corruption traps instead?
You drop the golden ball.
You kick the golden ball. It slides to the west.
Suddenly Harry Potter, the apprentice wizard, appears! "That's not how you play Quidditch! are you even listening?"
Which direction? (123456789) 4
Harry Potter, the apprentice wizard, is hit by a bolt of acid! Harry Potter, the apprentice wizard, is annihilated.
You hear the ecstatic cries of a large crowd!

Yeah reading chaos tome is a bad idea, since you should be L alignment for reading the Order one.

Tract of order is very good for this purpose, you read it right after getting an undesirable corruption.

Isn't there some sort of bug involved with the tracts? I think I have read as much in these very forums...

What kind of bug?
I've found all three types of tracts during adventures. All of them were legible.

I once read a tract of order on i think it was D48 the *turn* after getting a corruption. It had no effect.

Well, D48 has quite a bad corruption rate; you could have gained the corruption points right back while you were reading the tome.

Tract of order 250s
Tract of balance 200s
Tract of chaos 150s

also I've read that the game might crash when reading a tract of order, but I've never experienced that myself

i read a tract of chaos by accident, and my deity (neutral) fought and resisted the chaotic deity. i didn't check, but i think i did not get any corruptions from it.

There was a point where reading any tract at any alignment did piss off your diety without having significant impact. Since then, I didn't bother to read and even carry tracts. Maybe that bug was corrected in the meantime...
The Great Wyrm of Order breathes light (more) - wow, you feel very smart!
