Don't kick stairs, unless you are searchingg for a way to get yourself killed. I would say that using a Ring of Weakness is by far the fastest way to get you ST up to speed..

Remember that the Ring of Weakness is autocursing, so if your going to use that method have some holy water or scrolls of uncursing handy. You can also go to the Food Shop at Terinyo and get some large rations to reach high burden status. Another way is eating ogre corpses or any corpse that have a chance of strength increase, the Ogre cave have a lot of them.

And in earlier characters im sure eating lots of food and keeping your stomach full trains your toughness, also the athletics skill is good to up low physical stats

Walking around strained will train Str up to 16 for all characters.
Toughness are certain corpses and that herb.

IIRC you can train St up to 18 when strained! (note the exclamation mark)

Bugger dexterity.
Strength is king.

I dont think normal strained does.
For a low-strength starting character (like a weak wizard) I always pick up enough of the 200s-rations to get strained(!) and walk around easy dungeons.

Normal strained does decrease dex indeed.

My high elven archer that won had his dex decreased by 2 in the entire game, mainly because of strained carrying... All in all, it must have made me lose 10 points, if you add in the PoGAs and PoDex I drunk.

Still, I won the game. Dexterity really isn't all that important, even for archers.

Instead of using a ring of weakness, eat a kobold corpse or a certain herb that makes u sick, then eat ogres or other giants.

but sickness only lowers your stats by a few point, so you would reach the limit anyway

Another way - gain a few corruptions.
God ones those which decrease Dx, To, Wi (hooves, cranium, rage?)
You get it, it lowers stat, you train stat with herbs, then remove corruption.

You can also be starving when you eat a corpse for better chance of gaining str increase.
Or at least I think so, but if the game calculates st-increase chance AFTER the corpse is digested (and you are not starving) then it wouldnt matter. It will still help with trainer though.
It's worth doing right before paying the trainer a big sum, like 50000 gold or so for str. One turn of starvation is hardly any risk for dying.

Corruptions are good, a lot of them lowers Dx.
(And Charisma, making it cheap to buy from dwarven trainer, but why bother. Cept mabye for bards).

Hulking armor is another one for lowering dx.

Don't forget PoEx. Drinking enough of them may switch out your highly trained charisma with something actually useful. (Okay, this is risky, but...)
