I know that as you increase your effectivity with damaging spells, they get stronger, but how exactly does it affect other spells, like Lordly might, or Neutralize Poison, for ex?

Lordly Might has a visible effect - it lasts longer.

As for some spells, effectivness only decreases the amount of PP they take.
A pessimist sees a dark tunnel.
An optimist sees a light at the end of that tunnel.
A realist sees a train.
And the train driver sees three idiots on the tracks.

One thing I've noticed is that spells generally(haven't done any extensive research in it just noticed it) costs 1 pp less every 5 efficiency levels you get in it.

I have one question.
My orcish beastfighter read books and i found that all the bolt spells had range of 11, without casting even once!
He didnt even have any great stats, Le and Wi at 25 and pathetic Ma

Normally when my wizard reads a book, he gets a range of 6 only, even with 22 Le of gray elf.

Can somebody explain this?

The only things that affect range are willpower and character level. Nothing else matters.
Waldenbrook, the dwarven shopkeeper, mumbles: "I'd offer 9 gold pieces for yer dwarven child corpse."
